Senior Test Manager
Avion Solutions Inc., an employee-owned company, is seeking candidates for a Senior Test Manager to support a U.S. Air Force Program Office. This position is based in Dayton, OH supporting Wright-Patterson Air Force Base.
Job Responsibilities/Duties:
Lead developmental and operational Test and Evaluation (T&E) activities for U.S. Air Force acquisition, modernization, and sustainment programs, from requirements development through planning, resource coordination, execution, data analysis, evaluation, and reporting.
Develop integrated test strategies, Test and Evaluation Master Plans (TEMPs), test plans, evaluation frameworks, cost and resource estimates, and test schedules in coordination with Government test leads and Integrated Test Teams (ITTs).
Assess program requirements for testability and operational relevance; define evaluation criteria, performance measures, and data requirements supporting Critical Operational Issues, Key Performance Parameters, and Key System Attributes.
Identify test infrastructure and resource requirements, including funding, facilities, ranges, instrumentation, automated tools, aircraft configurations, and test capabilities; coordinate shortfalls and resource advocacy with Government stakeholders.
Coordinate test organizations, test resources, financial estimates, schedules, and contract support with Government test leads; support Integrated Master Schedule (IMS) development with flight test programs and test agencies.
Assess test readiness and system maturity; manage test execution risks, mitigation plans, data, security, safety, and mission execution effectiveness.
Analyze test data, validate the adequacy of test designs and results against objectives and evaluation metrics, and prepare technical reports and recommendations supporting acquisition decisions.
Support Operational Flight Program (OFP) development and testing, including requirements development and management of test program risk, cost, schedule, and performance.
Provide technical support for avionics subsystem and weapons integration, aircraft operations, aircrew vehicle interfaces, authorized configurations, and systems integration.
Support SEEK EAGLE stores certification, Non-Nuclear Munitions Safety Board processes, and collection of flight test data addressing flutter, loads, stability and control, dynamic response, and stores separation.
Lead technical interchange meetings, ITTs, test working groups, and program reviews; coordinate with the Air Force Test Center and serve as a liaison between the customer, program office, and test organizations.
Support Lead Developmental Test Organization (LDTO) duties, as required, consistent with applicable Air Force and DoD T&E guidance.
Support capability trade studies, capture lessons learned, and apply improvements to test methods and processes.
Provide technical guidance and oversight to junior and journeyman personnel within the T&E discipline, as required.

Required Experience:
Master’s degree in a related field.
10+ years of relevant experience, including at least five (5) years in DoW.
Advanced T&E knowledge and demonstrated ability to perform complex tasks, oversee junior and journeyman personnel, and apply associated standards, procedures, and practices at Program Office, Enterprise, and Staff levels.
Experience with developmental and operational test methods supporting acquisition and modernization programs, including test strategy, planning, execution, data analysis, and reporting.
Ability to obtain and maintain T&E certifications up to Level 3 through Defense Acquisition University, as required by the PWS.
Knowledge of DoD systems engineering processes, project configuration management requirements, applicable T&E policies, and test risk management processes.
Experience with U.S. military aircraft, including an in-depth understanding of operational employment, weapons capabilities, and software development processes.
Expertise in avionics subsystem integration, including fire control, stores management, displays, navigation, data links, electronic warfare defensive equipment, and communications.
Knowledge of test infrastructure, Government test aircraft configurations, instrumentation, test capabilities, and weapon system contractor flight test capabilities.
Knowledge of Operational Flight Program (OFP) development and testing processes and the military utility and employment of systems under test.
Expertise in air-to-ground guided and gravity weapons integration, SEEK EAGLE stores certification, Non-Nuclear Munitions Safety Board processes, and test and systems engineering addressing flutter, loads, stability and control, dynamic response, and stores separation.
Strong technical writing, analytical, communication, coordination, organizational, planning, and leadership skills.
Must be a US Citizen and have/able to obtain and maintain a DoW Tier 3 Top Secret security clearance.
Must be able to travel up to 25% of the time.
